B2B lead generation in Norway from public register data

Short answer
Propler turns Norway's public business register into a lead source: filter about 1.18 million entities by industry, region, size, legal form and signals such as open job ads or tenders, free and without login. You then qualify each lead on its company page before contacting anyone. Propler covers Norway only and does not export lists or provide personal contact data.
Why lead generation in Norway often starts in the wrong place
Many teams start lead generation by buying a list or scraping contact details. In Norway that is usually unnecessary and often risky. The country's business register, Enhetsregisteret, is published by Brønnøysundregistrene as open data under the Norwegian Licence for Open Government Data (NLOD), and no registration is needed to use it. Every registered company has an organisation number, an industry code, an address, a legal form and a status. Many also have public annual accounts.
The real work is not finding companies. It is deciding which ones are worth your time, and contacting them in a way that respects Norwegian marketing and privacy rules. That is the part this page is about.
A lead generation workflow that works
- Define the segment in register terms: industry group, county or municipality, legal form, employee range and how long the company has existed.
- Add a signal that suggests timing: the company is hiring, has open tenders or assignments, has announced tenders in the last year, or has a website and contact information you can use.
- Qualify each lead by opening its company page: check status, roles, latest accounts and what the company actually does.
- Save the shortlist and keep track of the companies you decide to pursue.
- Reach out responsibly through company channels, not private contact details.
Example: a facilities services company in Stavanger
A hypothetical facilities company wants office-based companies in Rogaland with 50 to 250 employees. In the free company search it filters by county, employee range and legal form (limited companies), then ticks "open job ads" to focus on companies that are growing. It opens each company page, drops those that are under liquidation or whose address is only a registered office, and saves about thirty companies to work through over the month.
Example: an HR software start-up targeting newly founded companies
A start-up selling payroll software filters for limited companies registered in the last two years with at least five employees, across Oslo and Akershus. Registration date and employee count are register facts, so the list is reproducible: running the same filters next month shows new companies that have crossed the threshold.
Example: a supplier to public-sector contractors
A hypothetical traffic-safety equipment supplier filters for construction companies and ticks "tenders in the last year". This surfaces companies that have announced tenders found in TED (the EU's tender database) where the buyer is Norwegian, or assignments listed by Bundl AS. The supplier reads the tenders on each company page to judge relevance before calling.
Which Propler features support lead generation
- Free company search at /explore?tool=search: search by name or organisation number, or browse and filter the register by industry group, county, municipality, legal form, status, employees, registration date and the tick-boxes open job ads, open tenders/assignments, tenders in the last year, has contact info and has website. No login needed.
- Free company pages: register facts, roles, connections, financial figures where Brønnøysund has them, open job ads (from NAV's arbeidsplassen.no feed and the company's own career page) and announced tenders.
- AI search at /explore (login required): when you would rather describe the customer in words than set filters, the AI ranks matches and explains why each fits.
- Saved companies at /mine-bedrifter and monitoring at /monitor (Pro and Business) to follow leads over time.
- Company contact information: phone, mobile and e-mail from Brønnøysund's open data and role addresses published on the company's own website, available for about 466 000 companies. Shown on Business plan and up, 1 credit per company.

Limitations
- No export. There is no export to CSV, Excel or CRM, and no CRM integration. Plans mention export levels, but the function does not exist yet.
- No e-mail sending or sequences. Propler helps you find and qualify leads; outreach happens in your own tools.
- No personal contact enrichment and no LinkedIn or web-tracking intent data.
- Signals are hints, not intent. A job ad or a tender shows activity, not that the company wants to buy from you.
- Register data has gaps. Employee counts and industry codes are reported by the companies themselves and can be out of date. Not every company has public accounts: sole proprietorships only have to submit them above certain size thresholds.
Responsible outreach in Norway
Markedsføringsloven § 15 requires prior consent before sending marketing by e-mail, SMS or similar channels to natural persons. Forbrukertilsynet's guidance points out that an e-mail address may not reveal whether it belongs to a person, and that the sender is responsible for making sure marketing does not reach natural persons without consent. Sole proprietorships (ENK) are often named after the owner, so treat them with extra care. Under GDPR, contact details of individuals are personal data. Use company channels, keep your message relevant to the business, and make it easy to opt out.

Frequently asked questions
Can I use Norwegian register data for lead generation?
Enhetsregisteret is published as open data under the NLOD licence, which allows reuse. Contacting the companies is a separate question: marketing rules such as markedsføringsloven § 15 and GDPR still apply to how you reach out.
Can I download my lead list?
No. Propler has no export to CSV, Excel or CRM today. You can save companies in Propler and work from their company pages.
Does Propler provide e-mail addresses of decision-makers?
No. Propler does not collect personal contact details. On Business plan and up it shows company contact information from Brønnøysund's open data and role addresses published on the company's own website.
